Chairman of the Sanitary Board, that he was nearly "penniless as well as an invalid" and that the Colonial Surgeon "appears anxious to get him out of the Colony owing to the expense which he threatens to be to the Government as one inmate of the Hospital. It may therefore, be cheaper to give him some pecuniary assistance to enable him to leave. There seems to be but a slender chance of his living to enjoy the pension recently granted to him.
6. It is very satisfactory to learn that Mr. Leaver, like many other victims of the climate of Hong Kong, has regained his health since his return to Europe. It is to be hoped that employment will be found for him in one of the healthier Colonies, in that case the pension voted by this Colony would, for the time, cease to be paid. But it is feared that if he is sent back to Hong Kong his health will again break down during the hot season, and that this Colony will be put to further expense in sending him home a second time.
